Isn’t it 74 + 1 = 75 or is there some loophole where it goes to 76? Doesn’t seem to make sense if it’s that way

what loophole?
read the rules again:
Upgrading players 68-74 OA requires 1 AMPU per +2 overall (ex. Kampf 71 +1 AMPU = 73 OA) Upgrading players 75-80 OA requires only 1 AMPU per +1 overall (ex. Rattie 75 + 1MPU = 76)
SO:
74 +1 = 76 (74 OA requires 1 AMPU per +2 overall) 76 +1 = 77 (75-80 OA requires only 1 AMPU per +1 overall) 77 +1 = 78 (75-80 OA requires only 1 AMPU per +1 overall)
AND:
*There will be OA restrictions on AMPU usage*
78-80 OA +1 an offseason 75-77 OA +2 an offseason can be boosted up to 75 OA as much as possible
SO:
74 boosted to 76 does not have a restriction, but 76 +2 has a restriction of +2 an offseason.
So 76+2 = 78.
No loophole just the system.

Some of these are still off. Flyers was correct, players 75 and under max out at 77 this offseason. Plus some guys have junior players posted as well. In the future, we're going to require the player's age to be posted as well. jmcook BOS - Clifton 77 can only receive +2, you have +1 remaining
canes435 COL - Kaut is 19 does not qualify. Same with Addision, who is on PIT, not COL.
